WHAT IS BOUNCETHEBOX.

bouncethebox is a technical publication, a repository, written by someone who has actually done it — deployed classified SharePoint portals in active combat zones, information at the speed of war, migrated unthinkable number of terabytes of federal data without incident, hardened sovereign cloud tenants for defense contractors and civilian agencies that cannot afford to get it wrong, and built the governance frameworks that make AI safe enough to trust with information that actually matters. I write about Microsoft 365 Copilot, Copilot Studio, agent architecture, MCP server integration, sovereign cloud governance, and the operational reality of deploying AI inside environments that were never designed for it; GCC, GCC High, and the federal tenants where a misconfigured permission is not a help desk ticket, it is a reportable incident.

Bill is a T/S SCI Security Cleared, Senior Microsoft 365 Architect and AI Engineer.

With 20+ years of experience across enterprise M365, sovereign cloud environments, and federal compliance frameworks, he specializes in Copilot readiness, GCC/GCC-High architecture, and AI governance for some of the most security-conscious organizations in the public and private sector.

A former civilian contractor recognized for 10 years of service in Iraq and Afghanistan, Bill writes for practitioners and decision-makers alike, translating complex Microsoft technology into clear, field-tested guidance. 2005 – 2014

Combat Zone Deployments

Ten years embedded with U.S., Coalition and NATO forces actively engaged in military operations and civilian affairs in active combat theaters across Iraq and Afghanistan. Designing, deploying, and hardening classified collaboration infrastructure on SIPRnet and CENTRIXS for ISAF, NATO, CSTC-A, USF-I, MNC-I, and MNSTC-I. Built and supported command-and-control SharePoint environments that warfighters and civilian leadership depended on in the most unforgiving operational conditions on earth. Recognized with four Exceptional and Meritorious Civilian Service awards spanning Operations Iraqi Freedom, New Dawn, and Enduring Freedom. TS cleared, SCI read-on eligible. Most people debug in an office. This wasn't that. Best. Job. Ever.

2015-2019

Enterprise Migrations at Scale

Brought the same zero-failure mindset from the combat zone into the largest M365 migrations in the federal and enterprise sectors — smallest came in at 850 TB+ of content, 32,000+ users, up to organizations 8,000 to 100,000 strong. Architected and executed end-to-end transitions across SharePoint, OneDrive, and Teams with GDPR compliance analysis, information architecture governance, and enterprise taxonomy design. At this scale, there is no margin for error and no room for improvisation. There was neither.

2019 – 2022

Federal & Defense

Lead engineer across a demanding portfolio of DIB, federal, and military engagements — owning every phase from discovery and architecture through migration, validation, and post-deployment hardening. Built automation frameworks for content integrity validation, permission governance, and DLP enforcement aligned to federal security standards. Earned the trust of clients who operate in environments where a misconfigured permission isn't an inconvenience — it's a reportable incident.

2023

Copilot Era Begins

Joined Planet Technologies as Senior M365 Engineer and Copilot Consultant at exactly the right moment. Delivered the first federal Copilot readiness assessments in the practice — U.S. House of Representatives and the Federal Energy Regulatory Commission — establishing the tenant health and delivery methodology, data governance benchmarking model, and stakeholder enablement framework that would become the blueprint for every engagement that followed. When nobody had yet figured out what enterprise Copilot readiness actually looked like, this is where it was defined.

2024

Sovereign Cloud at Depth

Full-spectrum GCC and GCC High engagements across some of the most demanding environments in the Federal, State and DIB ecosystems — BAE Systems, Redwire Space, Department of Energy, Department of Commerce, Office of Personnel Management, State of South Carolina, and the National Gallery of Art. Each engagement delivered the complete arc: Readiness through Enablement, Enablement through Operational Support, backed by a full document suite — Architecture Design Documents, Governance Plans, Remediation Registries, Remediation Plans, Service Readiness Plans, Residual Risk Logs, and Power Platform environment design and governance. The kind of work that doesn't make press releases because it lives behind clearance boundaries and agency firewalls. It happened anyway.

2026

The Agentic Era

The Agentic Era Designed, built, and continues to refine REDIQ — Readiness, Enablement & Deployment Intelligence — a structured 14, 30, and 90-day accelerated deployment framework for M365 Copilot, Copilot Chat, and Copilot Studio in GCC and GCC High sovereign tenants. The framework is only the foundation. The frontier is agents — autonomous, orchestrated, compliance-aware AI systems operating inside the most restricted cloud environments on the planet. Copilot Studio agents. MCP server integrations. Semantic Kernel and AutoGen multi-agent architectures. Azure AI and Microsoft Foundry pipelines. Agent 365 governance and Entra Agent ID. Local LLM deployment for air-gapped workflows. The agentic era isn't coming — it's already running in production. The work is making sure the governance, the guardrails, and the architecture are worthy of the moment.
